Brown professoreconomist missed reason for slow RI rebound (housing)

A Brown U economic professor, Neil Mehrotra, wrote an op ed April 21st about why it's taking R.I so long to recover from the Great Recession. It was here in the little ole state of Rhode Island where litigation and laws relating to lead paint said to be sprinkled throughout housing was initiated as a source of childhood poisoning for the very 1st time in the USA. By the way...RI never proved in court that lead poisoning ever came from housing. But elderly owners and middle class owners who could not deal with the inspection intimidation or afford the required legal house stripping and upkeep...walked. Housing hasn't recovered.
