I usually charge from $200-$1,000 per finished minute and require a simple agreement that spells out the terms of the project, and 1/2 the fee upfront (usually paid via PayPal or check).
As I create portions of your animation, I post them on youtube (as a private entry) for you to approve. When the animation is done to your complete satisfaction, I collect the balance, assign all rights to you and dropbox the finished 'toon to you.
