Obviously drunk and veering through traffic quckly in the rain to get away. How he didnt ram 2 or 3 more cars escaping is beyond me.
He was in a fairly distinct vehicle. Older blue jeep wrangler with a grill gaurd and yellow kc lights on front, lifted with off roading tires.
Middle aged white male, tall, overweight, mid length graying hair, facial hair. Enjoys sliding around the interstate in rain plowing cars.
