Question on Rescue Groups (New England)

I continue to see dogs on CL (or on Petfinder) that list dogs in NH, VT, MA and when I read the 'small print' find out the dog is sheltered in TN, KY etc and will be transported (for 300.00+) once a new family is found. I find this frustrating since I want to meet the dog (and have the dog meet the family) to make sure there is a good fit all around...

I am looking for recommendations for any shelters that have dogs physically onsite and allows potential families (human and canine) to visit. I have checked the local shelter but I do not mind traveling if someone can make a recommendation. I am looking for a smaller bred, female preferably and willing to take a younger dog (i.e. not longer a fuzzy puppy) I would rather adopt than go to a breeder.

Before you flag me please know both my Cairn (now 12) and Scottie (now 6) both were 'adopted' from CL for fees greater than 300.00 each; it just seems people are more into playing games than finding good homes recently so I am hoping someone has some suggestions.
