I call bullshit!
First, Obama made it clear as far back as 2008 that national surveillance programs needed more oversight. In 2009 he used executive orders and Justice Dept administrative rules to stop the GOP's extrajudicial domestic spying programs (which Republicans promptly objected to) and in 2010 he signed into law the Intelligence Authorization Act for Fiscal Year 2010
Second, the Democrats in the House crafted that bill, H.R. 2701 which did specifically that:

172 Republicans voted against it
The Republicans fought against oversight to prevent privacy abuses against US citizens.

The "blame" lies squarely with the Republicans. This new 2015 bill that Rand Paul filibustered was sponsored by Republicans. 196 House Republicans voted for it. No matter how you slice it, parse it, spin it or lie about it, right-wing conservative Corruptlicans are mostly responsible for it.
